A.Y. 2027/28 (joint Eu-HEM admission, not run by the University of Bologna): (1) University of Oslo route - non-EU applicants 15 October to 1 December 2026; (2) MCI | The Entrepreneurial School route - application rounds with deadlines 8 November 2026, 7 February 2027, 11 April 2027 and 30 May 2027 (applicants from outside the EU pay a EUR 150 tuition-fee deposit after completing the MCI application; early application is recommended because visa procedures may take three months or more). After admission, visa applicants pre-enrol on Universitaly for Health Economics and Management (Master's degree) at the University of Bologna, uploading the bachelor diploma and/or transcript so that Unibo can approve the pre-enrolment, and apply for the study visa (national visa-application deadline for A.Y. 2027/28: 31 October 2027).
A.Y. 2027/28 (joint Eu-HEM admission via the University of Oslo or MCI Innsbruck): a completed bachelor's degree comparable to a Norwegian bachelor's degree (MCI also asks for the higher-education entrance qualification), with a minimum grade average comparable to a Norwegian C - described by UiO as generally comparable to an American B, a British Second Class Upper or grade 11 in France (MCI: or the Austrian 'Gut'); foreign education is evaluated individually, without conversion tables. No fixed list of bachelor subjects: applicants from other backgrounds are considered if the motivation letter shows why they are strong candidates. Eligible applicants compete for about 80 places and are ranked on the degree grade average and the motivation letter; selected students usually have a higher grade than the minimum. Graduation timing (Unibo page and Eu-HEM FAQ): EU/EEA/Swiss applicants may apply before receiving the diploma only if the bachelor's degree is completed, and must submit the final diploma by early August 2027 at the latest or a confirmation from their university that the degree is completed; all other applicants must have completed the bachelor's degree at the time of application. The MCI programme page instead says applicants may apply before obtaining the bachelor's certificate and submit it before the start of studies [uncertain which rule prevails for non-EU applicants applying through MCI].
A.Y. 2027/28: documentation of English proficiency must be uploaded with the application, before the application deadline (the Unibo pages give no CEFR level). MCI Innsbruck route: TOEFL iBT or TOEFL iBT Home Edition, total 90 with at least 19 reading, 20 listening, 20 speaking and 24 writing (TOEFL MyBest scores not accepted)
IELTS Academic or IELTS Online, overall 6.5 with at least 6.5 in each component
PTE Academic or PTE Academic Online, overall 62 with at least 58 in each component; the test result must not be older than two years on the application deadline. Exempt from a test: International Baccalaureate with English at Higher Level (minimum 4) or Standard Level (minimum 6)
No written entrance test is described on the Unibo-hosted Eu-HEM pages reviewed. Selection is dossier-based: the Joint Admission Board assesses the submitted academic and language documentation, and applicants through MCI are informed of the result around 3 weeks after the deadline for each application round.

The deadline for paying the participation fee differs between Eu-HEM pages (before 1 July or before 1 August), so the exact date is not confirmed yet.
It is not confirmed whether non-EU applicants applying through MCI Innsbruck may apply before obtaining their bachelor's degree: the Eu-HEM FAQ says they must have completed it, while the MCI page says the certificate can be submitted before the start of studies.
The English test scores shown are those published by MCI Innsbruck; the University of Oslo route's own list of accepted scores and exemptions is not confirmed yet.
The University of Bologna lists the programme as open access, while the University of Oslo admission page lists 80 available places with applicants ranked on grade average and motivation letter.
The fees page shows 2026/27 participation fees (EUR 4,000 per year for EU and listed countries, EUR 9,000 for all other countries); the MCI Innsbruck programme page lists EUR 14,000 per year for students from all other countries without naming the year, so the 2027/28 non-EU amount is not confirmed yet.
