TWO DIFFERENT REGIMES. (1) EU citizens and citizens given parity of treatment: OPEN ACCESS ('accesso libero' / the English course page shows 'ACCESS: Free'). There is no numerus clausus, no TOLC and no entrance examination; instead each applicant must pass a verification of the admission requirements by submitting an online admission request ('richiesta di ammissione') to the Student Support Service, which checks the degree class, the ECTS thresholds, the weighted average and the English requirement, and may call the applicant to an oral interview. (2) Non-EU citizens living outside Italy: RESTRICTED ACCESS with a reserved quota of 5 places, allocated through the university-wide public selection 'Bando unico di Ateneo per l'ammissione ai corsi di laurea magistrale in lingua italiana' for a.y. 2026/2027 (Rectoral Decree, protocol 1419|2025|RET-16/12/2025). Selection is a document-based merit evaluation scored out of 100 with a minimum eligibility threshold of 50/100, plus an optional online interview; unassigned reserved places are released to European and equivalent candidates. No admission test, no TOLC and no SAT are used in either regime.

This is case (3) in the field definition ('English and Italian'), and in UniTrento's own administrative classification it is treated as an ITALIAN-LANGUAGE degree programme. Evidence: (a) the English course page's 'IN SHORT' box literally states 'LANGUAGE: English Italian'; (b) the Programme Regulations issued by Rectoral Decree no. 637 of 13/07/2026 state 'LINGUA IN CUI SI TIENE IL CORSO: italiano e inglese' (language in which the course is held: Italian and English); (c) the English programme overview page says only 'Part of the lectures are delivered in English'; (d) most decisively, the 2026/2027 university-wide admission call for non-EU applicants is titled 'Bando unico di Ateneo per l'ammissione ai corsi di laurea magistrale IN LINGUA ITALIANA' and lists 'Ingegneria civile (Classe LM23R)' among the fourteen Italian-taught master's programmes, which triggers a compulsory Italian B2 requirement for non-EU applicants. Course-by-course picture from the official 2026/2027 manifesti degli studi: in every one of the four curricula the compulsory core is delivered in Italian - e.g. 'Dinamica e plasticita delle strutture', 'Geotecnica e fondazioni', 'Costruzioni in CA e CAP', 'Costruzioni in acciaio e resistenti al fuoco', 'Costruzione di ponti con Laboratorio', 'Costruzioni di infrastrutture stradali e ferroviarie con Laboratorio', 'Teoria e progetto di strutture con Laboratorio', 'Monitoraggio delle strutture civili con Laboratorio', 'Opere di sostegno'. A minority of courses are English-taught and keep their English title in the Italian manifesto - typically 'Risk analysis and structural reliability', 'Machine learning for wireless structural health monitoring', 'Metastructures', 'Mechanics of solids and structures under extreme conditions', 'Optimization methods for electromagnetic diagnostics of civil infrastructures', 'Digital urban planning', 'Decision Support Systems for Safety and Security', 'Array Antenna Theory and Synthesis Methods', 'Ground Penetrating Radar Theory and Applications', 'Surface Electromagnetics for Wireless Communications and Sensing'; several of these (marked ***) are shared with the Dortmund/Nantes/Trento triple Master's degree MS2. Two Strutture courses carry the explicit note 'in lingua inglese e con continuo supporto in lingua italiana' (in English with continuous support in Italian), and 'Modellazione e simulazione di strutture con Laboratorio' adds 'con Laboratorio in lingua italiana'. Even the 'Digital Civil Infrastructure' curriculum, which has an English name and the highest share of English courses, keeps an Italian-taught compulsory backbone. The final thesis may be written in Italian or in English. CONCLUSION FOR SCOPE PURPOSES: this is NOT an English-taught programme; it is an Italian-language LM-23 with a substantial English-taught component and cannot be finished without Italian.

Missing curricular requirements must be made up through Single Courses for Master's Degrees with the relevant exams passed by the enrolment deadline. Passing a university English exam at B2 during the Bachelor's is also accepted. MAKE-UP ROUTE: applicants who cannot certify B2 may sit the English test organised by UniTrento at the CLA - written part in person in Trento, oral part online. (iii) a foreign qualification judged suitable. The Student Support Service notifies the date and format of the interview by e-mail. Separately, applicants who cannot certify English B2 must pass the English language test organised by UniTrento at the Language Centre (CLA): written part in person in Trento, oral part online, six sessions published for 2026. NON-EU CITIZENS LIVING ABROAD: selection is a document-based evaluation by a committee appointed by Rectoral Decree, scored out of 100 according to the criteria of Annex 1 - for Ingegneria Civile the components are evaluation of the average grade and of the time taken to graduate, evaluation of personal preparation through an interview, and evaluation of the knowledge acquired in the previous academic career in the listed subject areas. A minimum score of 50/100 is required to be declared eligible; committees may request an online interview whenever the submitted documents do not allow an adequate assessment; ties are broken in favour of the younger candidate. Non-EU candidates must also pass the pass/fail Italian language check - either the CISIA Italian L2 test with a minimum score of 52/72 (an ad hoc UniTrento session was held on 26 March 2026) or a recognised CLIQ certificate - and document English at B2 or above per Note 3 of the call. The Italian check does not contribute to the ranking score.

The request must be submitted even by current UniTrento students and graduates who already meet the requirements, and only after having earned at least 150 ECTS. Applicants from other universities must attach a self-declaration of the examinations passed, indicating for each exam the scientific-disciplinary sector (SSD), the credits (ECTS), the date it was taken and the final grade. Evidence of English at B2 (certificate from the DICAM-recognised list, self-declaration of an English-taught degree, self-declaration of a CLA test passed, or self-declaration of being a native speaker) must be provided; where applicable, evidence of Italian. The Student Support Service then replies by e-mail stating whether additional credits must be acquired and whether an interview is required, and afterwards sends the instructions for the online enrolment application (domanda di immatricolazione) via Esse3. NON-EU CITIZENS LIVING ABROAD (university-wide call): account registration on the Ammissione portal (recommended at least three working days before the deadline) followed by the online application, with the following attachments - (a) copy of the passport, personal-data pages only
(b) copy of the degree certificate, or an enrolment certificate stating the expected graduation date, officially translated into English or Italian
(c) transcript of records stating study programme, duration, grade obtained and the reference grading scale, officially translated into English or Italian
1) SCOPE DECISION (the central question in the brief). The programme should be treated as NOT English-taught. Although an English-language page exists at corsi.unitn.it/en/civil-engineering-master and the language field there reads 'English Italian', four independent official sources converge on a mixed programme with an Italian-taught compulsory core: the Programme Regulations state 'LINGUA IN CUI SI TIENE IL CORSO: italiano e inglese'; the overview page says only that 'Part of the lectures are delivered in English'; the 2026/2027 manifesti of all four curricula list Italian-named compulsory courses; and UniTrento places 'Ingegneria civile (LM23R)' in the university-wide admission call for master's degrees IN LINGUA ITALIANA, which imposes Italian B2 on non-EU applicants. The programme therefore cannot be completed entirely in English and a student without Italian would be blocked, both administratively (non-EU route) and practically (compulsory Italian courses in every curriculum).
2) COURSE-LEVEL LANGUAGE IS INFERRED, NOT TABULATED. The manifesti do not have a dedicated 'language' column. The judgement of which courses are English-taught rests on (a) two explicit notes in the Strutture manifesto ('in lingua inglese e con continuo supporto in lingua italiana'), (b) the fact that some courses keep an English title in the Italian 'Attivita formative' column while the rest are in Italian, and (c) the *** footnote marking courses shared with the Dortmund/Nantes/Trento triple Master's degree MS2. The exact English/Italian split per course should be confirmed against the individual syllabi published in Esse3 / the UniTrento course catalogue, which could not be read (see point 5). An estimate of the maximum share of ECTS obtainable in English was therefore not made.
3) POSSIBLE FULLY-ENGLISH CURRICULUM - NOT FOUND. Article 2 of the Programme Regulations refers to 'un curriculum erogato non interamente in lingua inglese', wording that implies at least one curriculum might be delivered entirely in English. No such curriculum could be identified: the 2026/2027 manifesti of all four curricula, including the English-named 'Digital Civil Infrastructure', contain Italian-titled compulsory courses. The clause appears to be either boilerplate shared across DICAM regulations or a forward-looking provision. This is the single most important residual uncertainty for the scope decision.
4) ALL FOUR MANIFESTI VERIFIED. The official 2026/2027 manifesti degli studi for all four curricula were downloaded and read in full, and all four confirm an Italian-taught compulsory core. 'Costruzioni in legno e strutture esistenti': compulsory 'Dinamica e plasticita delle strutture', 'Geotecnica e fondazioni', 'Recupero e conservazione degli edifici', 'Costruzioni in CA e CAP', 'Ingegneria sismica', 'Teoria e progetto di strutture con Laboratorio', 'Costruzioni in legno con Laboratorio', with only 'Modellazione e simulazione di strutture' flagged 'in lingua inglese e con continuo supporto in lingua italiana'. 'Progettazione integrata digitale BIM-based per le costruzioni': compulsory 'Dinamica e plasticita delle strutture', 'Geotecnica e fondazioni', 'Elettrotecnica', 'Costruzioni in CA e CAP', 'Modelli digitali per il progetto', 'Valutazione ambientale delle costruzioni', 'Gestione informatizzata del cantiere con Laboratorio', 'Architettura e tecniche per l'edilizia sostenibile con Laboratorio', 'Impianti di climatizzazione con Laboratorio', 'Teoria e progetto di strutture' or 'Costruzioni in acciaio e resistenti al fuoco'. No curriculum can be completed in English.
4b) CORROBORATION FROM THE ENGLISH-LANGUAGE ADMISSION ROUTE - WEAKER THAN IT LOOKS, STATED HONESTLY. UniTrento runs two separate non-EU admission routes. The Italian-language route is a single university-wide call with an explicit programme list that includes 'Ingegneria civile (LM23R)'. The English-language route ('Ammissione a un corso in lingua inglese') instead requires each English-taught programme to publish its own annual call on its own course site, with applications between December and March. That page mentions neither 'civil' nor 'Ingegneria civile' - but this is NOT a list from which Civil Engineering is missing, since the page publishes no list at all, so its silence is only weak evidence on its own. What makes the asymmetry meaningful is the positive fact alongside it: no English-language admission call exists for this programme anywhere, and the programme's own admission page routes non-EU applicants exclusively to the Italian-language Bando unico. Taken together with points 1-4 this corroborates the Italian-language classification; taken alone it would not.
5) ACCESS LIMITATIONS. corsi.unitn.it serves HTTP 405 to every direct request and presents an interactive 'Human Verification' bot check in a browser; www.unitn.it returns HTTP 403; infostudenti.unitn.it returns HTTP 503; offertaformativa.unitn.it returns 503/302; unitn.coursecatalogue.cineca.it returns 405. No bot check was circumvented. All content from those hosts was read through the Internet Archive, mostly via freshly requested Save-Page-Now captures made on 31 August 2026 (admission page 20260831194941, English admission page 20260831194603, overview 20260831194833, documents page 20260831194634, non-EU call page 20260831201001, plus the Regolamento, Strutture and DCI manifesto, Allegato 1 table, Bando and fee-page PDFs/captures). www.dicam.unitn.it and webapps.unitn.it were directly reachable; the UniTrento Apply portal pages require SPID/CIE or guest-account login, so the internal content of the admission forms could not be inspected.
6) EU-SIDE DOCUMENT LIST IS NOT EXHAUSTIVELY PUBLISHED. For EU citizens and equivalents the official page describes the online admission request and the self-declaration of examinations (SSD, ECTS, date, grade), but does not publish a formal document checklist comparable to the non-EU call; further documents may be requested by the Student Support Service case by case. The exact list of DICAM-recognised English certificates is in a separate PDF (certificazioni-internazionali-riconosciute-dicam-2024.pdf) that could not be downloaded because of archive rate limiting.
7) FEE PAGE VERSIONING. The non-EU fee page retrieved on 31 August 2026 is headed 'Importi tasse 2025/2026', but its brackets are identical to those written into the 2026/2027 call (Art. 7), so the figures are current. Exact EUR amounts of the ISEE-based fees for EU citizens and equivalents were not retrieved; only the landing pages are cited.
8) NON-EU CYCLE ALREADY CLOSED. The 2026/2027 non-EU application window (deadline 4 March 2026) had closed before this research and the ranking outcomes were already published (Allegato2_esitiLMITA.pdf, April 2026). The next call, for a.y. 2027/2028, is announced for around December 2026; its dates, quota and possible changes to the Italian/English requirements are not yet published, and the 5-place quota should not be assumed to carry over.
9) CURRICULUM NAMING DRIFT. The curriculum called 'Riabilitazione' (Rehabilitation) in the 2025/2026 manifesti was renamed 'Costruzioni in legno e strutture esistenti' from 2026/2027, and 'Progettazione integrata e digitale' became 'Progettazione integrata digitale BIM based per le costruzioni'. The English marketing pages still use 'Rehabilitation' and 'Integrated Digital Design', which do not match the official Italian names in the regulations and manifesti.
10) BIENNIAL COURSE ROTATION. 'Opere di sostegno' and 'Elementi di meccanica delle rocce e costruzioni in sotterraneo' alternate on a two-year cycle (the latter is noted as 'attivo nell'a.a. 2027/28'), and a curriculum may be deactivated if it does not attract enough enrolments, so the offer verified here may differ in later intakes.
