Faculty of Economics and Management (Faculty Secretariat at the same address, +39 0471 013000, schoolofeconomics@unibz.it). All teaching is at the Bolzano main campus; this programme has no teaching at NOI Techpark, Brixen-Bressanone, Bruneck-Brunico, Trento or Innsbruck. Study trips are part of the programme and take students off campus (the brochure names the European Parliament in Strasbourg and the Constitutional Court in Rome as examples).

Restricted access (numero programmato) with a merit-based ranking list produced purely by DOCUMENTARY EVALUATION of the applicant's academic dossier. There is NO entrance exam, NO TOLC, NO SAT, NO CENT-S, NO GMAT/GRE, NO interview, NO portfolio, NO motivation letter, NO video and NO project proposal. The ranking decree describes the method as 'la valutazione dei dossiers di aspiranti studenti e studentesse' — evaluation of applicant dossiers — against criteria approved by Faculty Council of the Faculty of Economics resolution no. 200 of 14.11.2025. Selection has two gates: (a) an eliminatory prerequisite gate — a qualifying bachelor degree (or 16 ECTS across at least two named disciplinary areas), plus the C1 + B2 language requirement, plus a minimum total of 60/100 points; and (b) a scored ranking worth up to 102 points. Separate ranking lists are drawn for (i) EU citizens and citizens given parity of treatment and (ii) non-EU citizens living abroad, each against its own quota. LANGUAGE EXAMS at the unibz Language Centre are the only test-like element, and only for applicants who choose that route to prove their levels.

That impression is misleading: the language BARRIER here is administrative (the C1 + B2 entry rule and the C1/C1/B1 exit rule), not the timetable. — the per-course language codes and the CP arithmetic are derived from the rendered course-offering page for the 'enrolled from 2025' cohort with the 2026/27 year selector; unibz can reassign a course's teaching language from year to year, and the exact split should be re-checked against the live course offering.

They are ranked on a separate list against a separate quota of just 5 places and must additionally pre-enrol on the Universitaly portal (one programme only) to obtain the study visa. PRACTICAL CONSEQUENCE FOR A TURKISH APPLICANT WITHOUT AN ITALIAN RESIDENCE PERMIT: exactly one attempt per academic year, closing at the end of April — five months before teaching starts — against 5 places, with a hard C1 + B2 language gate that eliminated 3 of the 4 non-EU applicants in the 2026/27 cycle. TIMING STATUS AT VERIFICATION — TIME-CRITICAL: the Early Bird and Late sessions for 2026/27 have CLOSED and both signed ranking lists are published. The ADDITIONAL APPLICATION SESSION IS OPEN for this programme (18/08–04/09/2026 by noon, EU citizens and parity-of-treatment applicants only) and closes within days of the verification date. Re-check before any use. (1) THE CENTRAL FINDING IS FIRM. The working note 'possibly effectively closed for an English-only candidate' is CONFIRMED and can be stated without hedging. It rests on an explicit rule (C1 in a first and B2 in a second of Italian/German/English at entry; C1/C1/B1 at exit) stated identically in the admission PDF, the programme page, the signed decrees and unibz's own trilingual-master guidance — reinforced by 16 documented language exclusions across the two published 2026/27 sessions, including 3 of the 4 non-EU applicants. (2) COUNTER-INTUITIVE NUANCE WORTH RECORDING. Although the programme is effectively closed at the ADMISSION gate, it is unusually English-heavy at the TEACHING level: roughly 96 of 151 offered credits are delivered in English, and in the Public Policy, Impact and Sustainability curriculum only about 7 CP of compulsory teaching is in Italian. Anyone reading only the course list could wrongly conclude the programme is English-accessible. The programme is definitely the successor to the 'Master in Public Policies and Administration' (same LM-63, same campus, same 50+5 quota, same language rule, whose admission PDF is still online and whose abbreviation 'ppa' still appears in a live unibz URL, and which is still named inside the 2026/27 decree). The rename took effect for cohorts from 2024/25 — inferred from the cohort page labels ('enrolled before 2024', 'enrolled from 2024', 'enrolled from 2025') and from the last Internet Archive snapshot of the old URL (03/10/2023). No unibz page states the transition date in words. (5) LATE-SESSION ADMISSION COUNT. 28 EU applicants were admitted in the Late session against a nominal 10 late places. The explanation — carry-over of Early Bird places not secured — follows from the published carry-over rule but is an inference; unibz publishes no attrition data. Flagged inline in places_quotas. (6) SCORE SCALE DISCREPANCY. The four criteria sum to a maximum of 102 points (70 + 2 laude + 10 language + 20 prior knowledge), and the Late list's top score is exactly 102.00, confirming the arithmetic. Yet the signed decree words the floor as 'il punteggio minimo di 60/100 punti' — 60 out of 100. Both documents agree the floor is 60 points; the '/100' is best read as loose phrasing rather than a different scale. (7) SCHOLARSHIP AMOUNTS UNCONFIRMED. The €1,680–€6,960 range and any 27/30 merit threshold in the field schema could not be confirmed on any page verified for this programme; the provincial call sets amounts annually. (8) CERTIFICATE HOME-EDITION SCOPE. The '* Also accepted as "home edition"' asterisk appears against several English providers in Resolution 16/2026's multi-column table but its exact per-cell scope could not be confirmed, and no equivalent marking was observed for the Italian or German providers that matter most here.
