Italian, EU and equivalent citizens and non-EU citizens legally residing in Italy follow UniTo's procedure for free-admission degrees: take the TOLC-SU (valid if taken from 2 January 2025 to 8 October 2026; an English TOLC-E taken 1 January - 30 November 2025 also counts), pre-register on MyUniTo for 'Grouping 4 - Global Law and Transnational Legal Studies' from 9:30 a.m. on 1 July 2026 to 3 p.m. on 19 October 2026, and enrol from 9:30 a.m. on 23 July 2026 to 3 p.m. on 21 October 2026 (not earlier than 48 hours after pre-registration); the first instalment is due by 21 October 2026. Holders of a FOREIGN qualification in this group must also apply on Apply@UniTo (EUR 60): second admission call 19 February - 15 April 2026, or fifth admission call for open-access undergraduate programmes 25 August - 19 October 2026 (23:59:59 CET, reserved to EU/equivalent citizens and non-EU citizens legally residing in Italy); if they are admitted and followed all procedures within the deadlines but still lack documents, they may pay the first instalment until 3 p.m. on 31 March 2027.

  • A.Y. 2026/27: (1) Upper-secondary school diploma or an equivalent qualification obtained abroad (D.M. 270/04), plus the requirements of the degree regulations. (2) Foreign qualifications: obtained after at least 12 years of global schooling, giving access to a university programme of the same level in the issuing country, with at least the last two years attended in that education system
  • 10 or 11 years must be supplemented by one or two years of university studies with all first-year (or first two years') exams passed, a related post-secondary qualification, or a Foundation Programme; where the country has a mandatory national university-entrance examination, the same exam is required; the International Students Office checks the qualification (a declaration of value or CIMEA statement may be requested). (3) Adequate initial preparation - general knowledge, good expressive abilities, aptitude for reasoning and argumentation, and English at least at CEFR B2 - verified through the TARM (TOLC-SU); results below the thresholds do not block enrolment but assign an OFA to be fulfilled within the first year. (4) Free admission: no numerus clausus and no selection ranking (the official pages set no minimum school grade)

A.Y. 2026/27: taught in English; English at least at CEFR level B2 is required. For all applicants it is checked through the TARM: the TOLC-SU's mandatory 'English' section (below 16 points = OFA) or, for those exempted with an English TOLC-E taken 1 January - 30 November 2025, its 'Reading Comprehension' section (below 5 points = OFA); an OFA does not block enrolment and must be fulfilled within the first year by attending the course organised by the degree programme. Non-EU applicants residing abroad must prove their English for the study visa with one of only two accepted certificates: a TOLC-SU taken after 1 January 2025 with at least 12 points in the 'English' section, or an English TOLC-E taken 1 January - 30 November 2025 with at least 4 points in 'Reading Comprehension', attached on Universitaly or Apply@UniTo by 15 July 2026; the CEnT (CISIA English Test) is not accepted and no other English certificate is listed. No Italian certificate is required (UniTo's Italian B2 rule for visa applicants applies only to Italian-taught free-admission programmes).

TARM (Test for the Assessment of Minimum Requirements) - A.Y. 2026/27: the CISIA TOLC-SU; it is not selective and does not rank candidates. Candidates who took the English TOLC-E between 1 January and 30 November 2025 do not have to take the TOLC-SU. Valid TOLCs: taken from 2 January 2025 to 8 October 2026, in person at a university or as TOLC@CASA (UniTo itself delivers only TOLC@CASA), EUR 35 fee paid to CISIA; the TOLC can be taken before the diploma and repeated at most once a month, and the last TOLC taken counts. The TOLC-SU's 'English' section is mandatory: below 16 points the student can still enrol but gets an OFA (English TOLC-E: below 5 points in 'Reading Comprehension'); the OFA must be fulfilled within the first year by attending the course organised by the degree programme. Non-EU applicants residing abroad need at least 12 points in the TOLC-SU 'English' section (or at least 4 in English TOLC-E 'Reading Comprehension') as the English proof for the study visa. No interview, motivation letter or other entrance exam.

  • Apply@UniTo: upper-secondary qualification obtained after at least 12 years of global schooling (EQF level 4 / ISCED 3), with at least the last two years in that education system, with proof of authenticity; if not yet obtained, an official certificate of enrolment in the final year (curriculum and qualification to be obtained) and the official score report of the years or semesters attended so far.

  • Apply@UniTo: transcript of records (required if there is any doubt about the years of schooling); for 10 or 11 years of schooling, the documents of the supplementary university year(s), post-secondary qualification or Foundation Programme; result of the mandatory national university-entrance examination, with proof of authenticity, where the country has one; any country-specific additional documents.

  • Apply@UniTo: declaration of value or CIMEA statement of comparability (not mandatory, but useful, and mandatory if the office requests it).

  • Apply@UniTo: documents in Italian, English, French or Spanish (otherwise with a certified translation); documents without signature, seal or stamp are not accepted and incomplete applications are not considered; EUR 60 application fee paid within the call deadline (non-refundable, covers up to two programmes).
