Open access / no restricted number of places (corso senza numero programmato) BUT with a mandatory eligibility check: admission is subject to (1) verification of specific academic curricular requirements (minimum ECTS in named subject areas) and (2) a compulsory admission interview in English before an ELS Admissions Commission that evaluates the candidate's profile, preparation, motivation and English proficiency. It is therefore 'open access with selective profile assessment' rather than a numerus clausus with ranked selection. No TOLC, SAT or written entrance exam is used. Reserved quotas do exist even though the programme is open access: 50 places reserved for non-EU citizens residing abroad and 5 places reserved for Marco Polo programme students. Two separate application channels apply: applicants holding an ITALIAN qualification apply via MyUniTo ('Pre-iscrizione ai corsi ad accesso libero') and book an interview slot; applicants holding a FOREIGN (non-Italian) qualification, and all international students, must apply through the Apply@UniTo portal (apply.unito.it, course id 342), where the Commission evaluates the CV plus motivation letter and then holds a video interview.

A.Y. 2026/27 (the 2027/28 dates are not published yet). Non-EU citizens residing abroad (visa applicants) could apply only in the first Apply@UniTo admission call, 25 November 2025 - 29 January 2026, in which this programme took part (EUR 60 fee, up to two programmes); the later window of 25 August - 8 September 2026 is reserved to Italians, EU and EU-equivalent citizens and non-EU citizens legally residing in Italy. A.Y. 2026/27. A first-cycle degree gained after at least three years of university study (Italian laurea triennale or a recognised foreign bachelor's degree) with a certified academic record of at least: 15 ECTS/CFU in private, constitutional/public or comparative law (SSD IUS/01, IUS/02, IUS/08, IUS/09, IUS/10, IUS/21 - GIUR-01/A, GIUR-11/A, GIUR-05/A, GIUR-06/A, GIUR-11/B)
15 ECTS/CFU in international law and European Union law (IUS/13, IUS/14 - GIUR-09/A, GIUR-10/A)
6 ECTS/CFU in economics (SECS-P/01, SECS-P/02, SECS-P/03, SECS-P/07 - ECON-01/A, ECON-02/A, ECON-03/A, ECON-06/A). Italian degrees of classes L-14 (Scienze dei servizi giuridici) and L-16 (Scienze dell'amministrazione e dell'organizzazione) meet the requirements automatically; other degrees are checked by the admission committee, which may allow a margin of up to 10% of the credits in each area. Personal preparation is assessed on the profile and an admission interview in English. Italian-degree holders: the admission page lists a graduation grade of at least 98/110, or an overall average of at least 25/30, or an average of at least 25/30 in the core exams of EU, international, private, public and comparative law, and states that 'A failure to fulfill one of these conditions will constitute a key negative evaluation criterion'. Foreign-degree holders: CV, motivation letter and interview; a graduation grade below 98/110 (or its proportional equivalent) and a final average below 80% of the maximum of the home grading system are key negative criteria. The committee may assign additional preparation. Applicants who have not yet graduated can apply but may enrol only after obtaining the degree, by the enrolment deadline (14 January 2027 for A.Y. 2026/27). ELS is a two-year laurea magistrale, not an LLM programme.
A.Y. 2026/27: English at CEFR B2 (upper intermediate). It must be attested by a valid official certificate obtained no more than five years before the enrolment application; exceptionally, applicants may instead submit exhaustive and clear evidence of previous study, training or work in English with significant spoken and written production, in which case the requirement is met only after a positive evaluation by the admission committee. Self-certifications and self-assessments or entirely informal assessments of language skills are not accepted. The committee also checks English (at least B2) in the admission interview. No list of accepted certificates or minimum test scores is published. No Italian language requirement (the programme is taught entirely in English).
No standardised admission test (no TOLC, GRE, GMAT or SAT) and no written exam. Admission is based on the evaluation of the applicant's profile and a compulsory admission interview in English, which verifies preparation, motivation, compliance with the requirements and English (at least B2). A.Y. 2026/27: applicants with an Italian qualification are automatically assigned to the online (Webex) interview session that follows their application window - 17 July, 21 September, 20 October or 17 November 2026, or 11 January 2027, all at 9:00 - held by the ELS Admissions Commission; applicants with a foreign qualification (Apply@UniTo) are evaluated on their CV and then a video interview. The committee may assign additional preparation before a positive evaluation.
Applicants with an Italian qualification (A.Y. 2026/27, uploaded with the preliminary admission application on www.unito.it, after listing the exams taken with SSD, CFU and grades): self-certification of the degree held or of enrolment in a first-cycle degree programme, indicating the exams taken (required); personal ID document (required); English language certification (required: a valid official certificate, or exceptionally documented evidence of study, training or work in English; self-assessments are not accepted); curriculum vitae (required); other relevant curricular documents (optional).
Applicants graduating from another university after applying: update the degree information (date of graduation and grade) in the MyUniTo profile under 'Carriera/Titoli di studio' before enrolling by 14 January 2027.
Applicants with a foreign qualification (Apply@UniTo, EUR 60 non-refundable application fee, up to two programmes): valid ID card (Italian, EU and equivalent citizens) or valid passport (non-EU citizens); residence permit valid for enrolment (non-EU citizens legally residing in Italy); first-cycle degree certificate (bachelor's gained after at least 3 years of university study and 15 years of total schooling) and transcript of records listing all exams, marks and hours/credits and showing the required law and economics credits, both with proof of authenticity; curriculum vitae (mandatory); motivation letter in English or Italian (mandatory)

Two programme pages describe the interview step for applicants with an Italian degree differently: the admission-requirements page (updated 20 April 2026) says applicants must book an interview on one of the available dates, while the newer 'How to apply' page (updated 24 July 2026) says applicants are automatically assigned to the interview session that follows their application window. The dates shown follow the newer page.
The grade conditions are described as key negative evaluation criteria, not automatic cut-offs: for Italian degrees a graduation grade of 98/110, an overall average of 25/30 or an average of 25/30 in the core law exams; for foreign degrees 98/110 or its equivalent and an average of 80% of the maximum.
The 'How to apply' page still labels the English upload 'English language certification/self-certification', but its own note and the University catalogue require a valid official certificate and do not accept self-assessments. No list of accepted certificates or minimum scores is published.
UniTo's 2026/27 list of double degrees shows an optional double degree with Université Savoie Mont Blanc (Chambéry) and a track with Universitatea de Vest din Timișoara reserved for graduates of the double degree in Global Law and International Studies; neither is a separate admission route into this programme.
