• Applicants must hold a bachelor's degree in Engineering, a postgraduate master's degree under the pre-D.M. 509/1999 system, a three-year university diploma, or another officially recognized foreign qualification in Engineering. The official programme sources state that admission requires curricular requirements and adequate initial preparation. The central Italian programme card specifies a solid background in engineering disciplines, especially hydraulic and sanitary engineering, and publishes at least 30 CFU in base subjects and at least 60 CFU in characteristic subjects. The official REACH requirements page further states that applicants need a strong background in Mathematics, Physics, Chemistry, Geology, and the characteristic subjects of Civil and Environmental Engineering. A Teaching Committee verifies whether the previous curriculum is compliant; for degrees not fully compliant with the curricular requirements, the Committee may still admit the candidate after evaluating the academic career and motivations, possibly with an interview, and may impose up to 12 ECTS of constraints in the study plan or require additional single-course exams before admission.
• Foreign title pre-check: Foreign qualifications are evaluated by the Teaching Committee and, according to the central master's admissions page, by the University of Pavia Admission Office after submission of the application. The public REACH admissions page states that entry qualification documents are accepted in English, French, Italian, or Spanish, that scanned copies of the original documents must be sent, and that admitted candidates will have to submit verified documentation upon enrollment.

• For the REACH curriculum, applicants must have English at CEFR B2 or higher. The official REACH requirements page says the applicant must demonstrate English knowledge upon enrollment through suitable documentation. The same page states that Italian language knowledge is not required for candidates applying to REACH.
• Language requirement exemption or alternative: The official REACH requirements page states that candidates do not need a language certificate if they can prove they passed an English language test to access a university course or passed an English language exam worth at least 3 ECTS during their previous studies. Students from foreign universities may also present suitable documentation proving that they passed an English test or an exam taught in English. No certificate is required for applicants from countries where English is an official language or for graduates from universities where the courses are taught in English, but suitable supporting documentation is still required.

• For applicants holding a foreign university title, admission is based on curriculum evaluation by the Teaching Committee, which may decide that an additional interview is needed. For applicants with an Italian degree, the official REACH requirements page states that an admission assessment test exists, but students with at least 150 ECTS and a weighted average of at least 24/30, or graduates with a final mark of at least 92/110, are exempt.
• Selection criteria: Selection is based on verification of curricular requirements, engineering background, English level, and overall individual preparation. The Teaching Committee evaluates whether the previous studies satisfy the curricular requirements and may admit highly qualified or strongly motivated applicants whose degree is not fully compliant. For Italian-degree applicants, exemption from the assessment test depends on the published thresholds of at least 150 ECTS plus a 24/30 weighted average for not-yet-graduated candidates, or at least 92/110 for graduates.

• Application and eligibility stage: evidence of the previous engineering curriculum and academic background, including the transcript; for Italian-degree applicants, the official REACH page requires a self-certification form stating the degree and curricular requirements; for foreign applicants, the public REACH admissions page requires entry qualification documents in English, French, Italian, or Spanish and scanned copies of the original documents. General central master's application stage: identity document and bachelor's degree diploma issued in English, Spanish, or French, or officially translated into Italian. Enrollment stage: verified original documentation, as requested on the public REACH admissions page. Visa pre-enrollment stage for non-EU applicants residing abroad: passport, photocard, bachelor's degree, and admission letter or conditional offer letter.
