EU citizens and non-EU citizens legally resident in Italy can apply in all four calls (Delphi application with the EUR 100 fee paid and validated by the deadline): first call 3 November - 2 December 2025 (ranking 26 January 2026, pre-enrolment by 9 February 2026); second call 4 December 2025 - 12 February 2026 (ranking 25 March 2026, pre-enrolment by 9 April 2026); third call 17 February - 16 April 2026 (ranking 20 May 2026, pre-enrolment by 4 June 2026); fourth call, only for EU and legally resident candidates, 21 April - 4 June 2026 (ranking 2 July 2026, pre-enrolment by 13 July 2026); possible scrolling ranking for EU and legally resident candidates on 16 July 2026 (pre-enrolment by 23 July 2026). Winners pre-enrol on Delphi (EUR 156) and then enrol within the deadlines of the Student Guide 2026/2027; holders of a foreign qualification bring the original documents to the International Students Office by 18 December 2026. Rolling vs window: window-based - four calls, each with its own ranking; places left in a call move to the next one. The oral interview cannot be repeated: a candidate who was interviewed but not admitted may reapply in a later call, where only the document score can improve.
Tuition fee band (ISEE / flat), A.Y. 2026/27: the ordinary rate for first-year students goes from EUR 0 to EUR 9,000 a year depending on the ISEE-Università (higher rate EUR 300 - 9,570 and maximum rate EUR 650 - 10,100 for later years, depending on credits and years of enrolment), plus EUR 156 regional tax and stamp duty due in any case. International students whose family income is abroad and for whom the ISEE cannot be calculated pay a fixed all-inclusive contribution of EUR 4,500 a year (plus the EUR 156), unless they obtain an Equivalent ISEE-Università (ISEE parificato) from a CAF by 15 December 2026.
A.Y. 2026/27 (2027/28 dates not yet published on 28 September 2026). Non-EU citizens resident abroad who need a study visa (75 reserved places) can apply only in the first three calls: first call 3 November - 2 December 2025 (35 places; ranking 26 January 2026, pre-enrolment by 9 February 2026); second call 4 December 2025 - 12 February 2026 (35 places; ranking 25 March 2026, pre-enrolment by 9 April 2026); third call 17 February - 16 April 2026 (5 places plus unused places; ranking 20 May 2026, pre-enrolment by 4 June 2026); possible scrolling ranking for visa applicants on 9 June 2026 (pre-enrolment by 16 June 2026). The fourth call is closed to visa applicants. Pre-enrolled winners receive the formal acceptance letter.
Non-EU pre-enrolment portal (Universitaly): the visa pre-enrolment on Universitaly must be submitted by 31 July 2026 with the documents listed on Tor Vergata's How to Apply page; after the University validates it, the candidate contacts the Italian embassy or consulate (national deadline for 2026/27 study-visa applications: 30 November 2026). Enrolment is formalised in person at the International Students Office (Via Cracovia 50, Rome) with the original documents by 18 December 2026.
DoV / CIMEA statement required: yes, for the foreign diploma (at the Universitaly pre-enrolment and at enrolment). Countries that signed the Lisbon Convention: the ARDI Statement of Correspondence or a Declaration of Value plus the CIMEA Statement of Verification or a translation with legalisation / apostille. Other countries: the CIMEA Statement of Comparability and the CIMEA Statement of Verification.
A.Y. 2026/27: a five-year Italian upper-secondary diploma or an equivalent foreign qualification valid for admission to Italian universities (a foreign diploma must follow at least 12 years of schooling, as set by the ministerial procedures); final-year school students may apply if they expect to obtain the diploma by the enrolment deadline. No minimum school grade is set: the committee scores the school curriculum and other experiences from the submitted documents (up to 40 points; at least 24/40 to be invited to the interview), then the oral interview in English (up to 60 points). Candidates with at least 70/100 are eligible and ranked by score (ties: higher interview score, then the younger candidate). If places remain, candidates below 70/100 may be admitted with an additional learning requirement (OFA) to be completed in the first year.
English at CEFR B2 entry level (A.Y. 2026/27), verified by the selection committee during the selection, in particular in the oral interview held in English (up to 60 of the 100 points), which assesses the ability to understand and speak English. The 2026/27 call does not ask for an English certificate, lists no accepted certificates or minimum scores and states no exemptions. Non-EU applicants who need a visa: Tor Vergata's university-wide Online English Language Exam page says that applicants to English-taught programmes who have neither an accepted B2 certificate nor official proof of English-medium previous studies can take the University's Online English Language Exam (written test, first session 17-23 July 2026, then an oral test on Microsoft Teams); a B2 result gives an official statement that is uploaded in the Universitaly pre-enrolment. No Italian language requirement is stated in the call.
No written admission test (no TOLC, SAT or similar) - A.Y. 2026/27. Two-stage selection by the admission committee: (1) evaluation of the submitted documents - school curriculum and other experiences showing aptitude for the programme - up to 40 points, with at least 24/40 needed to be invited to the interview; (2) an oral interview in English, up to 60 points, on the ability to understand and speak English, the main challenges of global phenomena and the Global Governance project. The interview is held at the School of Economics (Via Columbia 2, Rome) or by video conference for candidates living outside Lazio (or on request), at the committee's decision; a candidate without a reliable connection or who does not attend is excluded; the interview cannot be repeated. Eligible with at least 70/100; one ranking per call (first to fourth call) plus possible scrolling rankings (9 June 2026 for visa applicants, 16 July 2026 for EU and legally resident candidates).
Delphi application ('Application to programs taught in English' > Faculty of Economics > Global Governance), choosing the applicant category, using a personal e-mail address that contains the candidate's name and surname, and accepting the programme's code of conduct.
