English. The programme is entirely taught in English. It is an inter-university (interclass) joint degree run together by Università degli Studi di Milano (UniMi) and Università Vita-Salute San Raffaele (UNISR); UniMi is the administrative home of the degree, so application, admission and enrolment are handled on the UniMi side (pppa.cdl.unimi.it). Both partner institutions are in Milan, so there is no second-country campus.

Academic year 2026/2027: the admission application window opens on 22 January 2026. The PPPA page as published in February 2026 did not yet state the closing date for EU / equivalent applicants, noting only that "The new academic offer will be published by the end of March 2026"; UniMi's central rule is that closing dates for open-admission master's programmes fall between May and October and vary by programme. For a.y. 2025/2026 the PPPA course sheet gave the admission application window as 22/01/2025 to 30/06/2025, with the matriculation (enrolment) window 02/04/2025 to 15/01/2026. A closing date of 20 July 2026 for non-visa applicants for a.y. 2026/2027 is reported by search indexing of the live pppa.cdl.unimi.it/en/enrolment page but could not be verified directly because the page is behind bot protection.

Academic year 2026/2027: non-EU students who are visa applicants (i.e. residing outside Italy and needing a study visa) must submit the admission application by 30 April 2026 — this deadline is stated explicitly on the PPPA application page and matches UniMi's central rule for open-admission master's programmes. This round has already closed as of the research date (6 September 2026). Applications had opened on 22 January 2026. In addition, admitted non-EU applicants residing abroad must submit the pre-enrolment application on the Universitaly portal by 31 July 2026 (one university and one programme only, under penalty of exclusion); UniMi advises applying on Universitaly only after receiving the official admission email. Outstanding enrolment documents not uploaded during online enrolment must be sent through the Enrolment Documents Integration Service by 31 January of the following year. Non-EU applicants already holding an Italian residence permit are treated like EU applicants and follow the EU deadline instead.

A Bachelor's degree or an equivalent Italian or foreign qualification is required. Applicants holding a Bachelor's degree in Philosophy (Italian class L-5 or an equivalent Italian/foreign degree) or in Political Science and International Relations (Italian class L-36 or an equivalent Italian/foreign degree) are automatically considered for admission. Applicants with a Bachelor's degree in any other field are considered only if they have already earned at least 42 credits (ECTS/CFU or equivalent) across the Italian scientific-disciplinary sectors M-FIL/02, M-FIL/03, M-FIL/04, M-FIL/05, M-FIL/06, SPS/01, SPS/02, SPS/04, SPS/07, SPS/08, SPS/09, SPS/10, SPS/11, IUS/07, IUS/08, IUS/09, IUS/10, IUS/13, IUS/14, IUS/20, IUS/21, M-DEA/01, M-STO/04, SECS-P/01, of which at least 12 credits must be in M-FIL/03 (moral philosophy), SPS/01 (political philosophy), SPS/02 (history of political thought), SPS/04 (political science) and IUS/20 (philosophy of law). [uncertain: an older version of the requirement, still shown on the course sheet for the cohort enrolled from a.y. 2024/2025, asks only for at least 12 credits in SPS/01, SPS/02, SPS/04, SPS/11, M-FIL/03, IUS/20 — the 42-credit wording is the more recent 2025/26 text and is treated here as current.] There is no numerus clausus and no ranking: applications are assessed one by one by an ad-hoc admission committee (Admission Board) appointed by the degree programme, which checks the curricular requirements declared in the application and may invite the applicant to an interview to verify the adequacy of personal preparation. Graduands may apply provided they graduate by 31 December. The whole selection is run by the University of Milan, not by UNISR: UNISR publishes only the programme description and directs applicants to pppa.cdl.unimi.it. Foreign qualifications are assessed by UniMi's Office for International Admissions and Credentials Evaluation on the basis of a CIMEA Statement of Comparability and Verification, a Declaration of Value (Dichiarazione di Valore in loco) issued by the competent Italian diplomatic mission, or — for countries signatory to the Lisbon Recognition Convention — a Statement of Correspondence via the ARDI platform together with a CIMEA Statement of Verification; a Diploma Supplement issued in the European Higher Education Area may replace the certified translation plus Declaration of Value.

English at CEFR level B2 or higher is required for admission. The B2 level is verified by the University Language Centre (SLAM) in one of three ways: (1) an English language certificate at B2 or higher issued no more than three years before the date of the admission application, chosen from the list of certificates recognised by UniMi (https://www.unimi.it/en/node/39322), uploaded when submitting the online application; (2) an English level achieved during a University of Milan degree programme and certified by SLAM no more than four years before the admission application (automatic, nothing to attach); or (3) the SLAM entry/placement test, taken according to the SLAM calendar (https://www.unimi.it/en/node/39267/). Applicants who do not submit a valid certificate, or whose level is below B2, are instructed during the admission procedure to sit the SLAM entry test; the test is free of charge and can be taken remotely. Applicants who do not take or do not pass the entry test must obtain a recognised language certificate and deliver it to SLAM via InformaStudenti by the deadline fixed for the master's programme — those who miss that deadline are not admitted and may not sit any further tests. An alternative accepted proof is documentation attesting at least one year of university study at an institution where English is the language of instruction . Named certificates and score thresholds (IELTS, TOEFL, Cambridge bands) are not listed on the PPPA page itself; they live on the central UniMi recognised-certificates list. Separately, non-EU visa applicants must demonstrate B2 in the language of instruction (here English) to obtain the study visa, in line with ministerial guidelines. No Italian-language requirement applies: the Italian L2 proficiency test imposed on non-EU applicants residing abroad concerns only programmes taught in Italian, so PPPA candidates are exempt.

There is no entrance examination and no ranked competition. Access is classified by UniMi as "Open with entry requirements examination" (accesso libero con verifica dei requisiti) and by UNISR simply as "Open Access". Instead of a test, applications are assessed by an ad-hoc admission committee (Admission Board) appointed by the programme, which verifies the curricular requirements declared in the application. Candidates are then invited to an admission interview: interviews begin in March and run until September and are scheduled in the order in which applications are completed, with the invitation sent at least one week in advance to the email address given at application. Interviews may be held on campus or online, focus on the candidate's academic background and argumentative skills, and require no specific preparation. The only test that may arise is the English entry/placement test administered by the University Language Centre (SLAM), required only of applicants who cannot document B2 English; it is free of charge and can be taken remotely. A non-refundable admission application fee of EUR 30 is payable during the online admission procedure (credit card, or MAV form within Italy); applicants from abroad can pay only by credit card, and a separate fee is due for each programme applied to.

The 22 January 2026 opening date and the 30 April 2026 non-EU visa deadline are confirmed for 2026/27 from the official PPPA application page. As of the 9 February 2026 capture that page had not yet published the closing date for EU / non-visa applicants, stating only that the new academic offer would appear by the end of March 2026, and no later capture of that page exists. Search-engine indexing of the current live page reports 20 July 2026 as the deadline for non-visa applicants, but a domain-restricted re-check could not confirm it, and the same figure appears on sibling UniMi programme pages, so it may be a cross-programme conflation — it is flagged uncertain and the verified 2025/26 precedent (30 June 2025) is given alongside. The non-EU 2026/27 round closed on 30 April 2026, before this research date (6 September 2026). CONFLICTING CURRICULAR REQUIREMENT: the official pages disagree on how many prior credits non-L-5/L-36 applicants need. The 2025-26 requirement text on pppa.cdl.unimi.it/en/enrolment and on the 2025/26 UniMi course sheet requires at least 42 ECTS across a broad list of SSDs, of which at least 12 in M-FIL/03, SPS/01, SPS/02, SPS/04, IUS/20. The still-published course sheet for the cohort enrolled from a.y. 2024/2025 (ugovcdl/of/cdsi20250000b77of3) requires only at least 12 credits in SPS/01, SPS/02, SPS/04, SPS/11, M-FIL/03, IUS/20. The 42-credit version is reported as current; applicants should re-check the 2026/27 Manifesto. QUOTAS: places_non_eu is left null. UniMi states that a fixed number of places exists for each programme for non-EU students resident abroad, published by the Ministry and in the programme information sheet, but the specific PPPA figure for 2026/27 could not be located on any reachable official page. places_eu is not a number: the programme is open access with verification of requirements and EU / residence-permit holders are explicitly "admitted with no quotas". UNISR SIDE: unisr.it publishes only the programme description (2 years, 120 ECTS, English, "Open Access") and links out to pppa.cdl.unimi.it. It has no admission page, no call/bando, no deadline list, no place count and no fee page for this programme, which is consistent with UniMi being the administering university. tuition_or_fees_link therefore points to the UniMi fees page; fees are billed in EUR under the UniMi two-instalment ISEE-based system, with a higher flat band for international students with income/assets abroad. The exact 2026/27 amounts for this programme were not retrieved (the dedicated "Fees - 2026/2027" page exists at www.unimi.it/en/study/bachelor-and-master-study/fees-and-how-pay-them/fees-2026/2027 but was unreachable). DOCUMENT LIST: required_documents merges the PPPA-specific requirements with UniMi's general open-admission and international-enrolment document lists, because the PPPA page itself does not publish a self-contained checklist. The English CV item is marked uncertain: it was surfaced only via search-index summaries and may have been carried over from a sibling UniMi programme page rather than PPPA's own. The alternative English-proficiency proof (one year of university study taught in English) comes from the same unverified summary. OFFICIAL CALL: official_call_url points to the PPPA application page rather than a PDF bando, because open-admission (non-numerus-clausus) UniMi programmes do not issue a competitive bando; the course sheet carries an "Admission notice" attachment whose direct file URL could not be resolved.
