Same windows and dates as EU applicants (Decree 647/2025, art. 1-3): non-EU candidates living abroad who need a long-stay visa apply in the same I-IV calls (closing 26 Feb, 9 Apr, 9 Jul, 10 Sep 2026), competing for 15 reserved places out of 60 (IV window: 1 reserved place among 17). No separate earlier non-EU deadline found on UCBM pages . The call notes that pre-enrolment does not guarantee a visa appointment and defers to the ministry rules on www.studiare-in-italia.it/studentistranieri. A Universitaly pre-enrolment date and the ministry's last date for visa requests for 2026/27 were not found on the UCBM pages and the 2026/27 ministry circular could not be verified .
Source year A.Y. 2026/27 (Decree 647/2025, art. 2). Eligible: EU citizens and non-EU citizens legally resident in Italy, and non-EU citizens not resident in Italy who need a study visa, who are graduating in 2025/26 or already graduated (I-III calls; the IV call was for graduates only). Quote: "The only valid academic qualification is the one obtained after at least 12 years of schooling." Foreign qualifications need a Declaration of Value (Italian diplomatic representation) or a CIMEA certificate; if the local system has only 10 or 11 school years, the qualification is valid only with 1-2 years of university with all exams passed. No minimum grade for admission (the 7/10 grade average in the last two years applies only to the optional 'Percorso di Eccellenza' scholarship selection). Places are filled first-come, first-served. After enrolment all students take a test on Additional Educational Obligations (OFA) in the core first-year subjects.
English at least B2 CEFR, proven by a certificate listed in Annex B of the call (A.Y. 2026/27): TOEFL iBT 46-93 is B2 (94+ is C1), TOEIC 795+ (B2), Cambridge B2 First or higher, Linguaskill 160+, IELTS 5-6.5 (B2), Trinity ISE II, PTE Academic 37-58 (B2), PTE General Level 3, City and Guilds Level 1. Certificate is attached to the online application; if missing, candidate is marked with an asterisk and must deliver it by 24 Jul 2026 (I, II calls; the call also applies this date to III) or within 5 working days of the merit ranking (III/IV calls) or lose enrolment. Exemption: at least one academic year in a secondary school or university taught entirely in English, proven by an attendance certificate stating period and language; subject-only English teaching does not qualify. No Italian requirement stated.

From the A.Y. 2026/27 call: online registration account; application form submitted with the PRESENTA/SUBMIT button; proof of payment of the non-refundable EUR 50 registration fee (MAV); other documents the online form requires, including the English B2 certificate (Annex B) or an attendance certificate if exempt; for foreign qualifications a Declaration of Value or CIMEA certificate. For Percorso di Eccellenza only: two reference letters. At enrolment: payment of first instalment EUR 2,500 (and regional tax EUR 140), enrolment form with a EUR 16 revenue stamp, self-declaration of upper-secondary diploma (grade, year, school), and a withdrawal or no-impediment statement if previously enrolled elsewhere.
